The Union Public Service Commission (UPSC; Hindi: संघ लोक सेवा आयोग) is India’s central agency authorized to conduct the Civil Services Examination, Indian Forest Service examination, Engineering Services Examination, Combined Defence Services Examination, National Defence Academy Examination, Naval Academy Examination, Combined Medical Services Examination, Special Class Railway Apprentice, Indian Economic Service/Indian Statistical Service Examination, Combined Geo scientist and Geologist Examination, and Central Armed Police Forces(Assistant Commandant) Examination.

The agency’s charter is granted by the Constitution of India. Articles 315 to 323 of Part XIV of the constitution, titled as Services Under the Union and the States, provide for a Public Service Commission for the Union and for each state. The examination is one of the toughest examinations in India with success rate of 0.1%–0.3%.

Administration and control

The Commission consists of a chairman and ten members. The terms and conditions of service of chairman and members of the Commission are governed by the Union Public Service Commission (Members) Regulations, 1969. The Chairman and other members of the UPSC (Union Public Service Commission) are appointed by the President of India. At least half of the members of the Commission are Civil Servants (working or retired) with minimum ten years of experience either in Central or State service.

Functions

Under Article 320 of the Constitution of India, the Commission is, inter-alia, required to be consulted on all matters relating to recruitment to civil services and posts. The functions of the Commission under Article 320 of the Constitution are:

Conduct examinations for appointment to the services of the Union.

  1. Direct recruitment by selection through interviews.
  2. Appointment of officers on promotion / deputation / absorption.
  3. Framing and amendment of Recruitment Rules for various services and posts under the Government.
  4. Disciplinary cases relating to different Civil Services.
  5. Advising the Government on any matter referred to the Commission by the President of India.
    The Mandate of Union Public Service Commission

The mandate of the Union Public Service Commission

under Article 320 and 321 of the Constitution of India, includes:

  1. Recruitment by conduct of competitive examinations;
  2. Recruitment by Selection through Interviews;
  3. Advising on the suitability of officers for appointment on promotion as well as transfer-on-deputation;
  4. Advising the Government on all matters relating to methods of Recruitment to various services and posts; framing and amendment of Recruitment Rules;
  5. Disciplinary cases relating to different civil services;
  6. Miscellaneous matters relating to grant of extraordinary pensions, reimbursement of legal expenses, etc.
  7. Advising the Government on any matter referred to the Commission by the President of India.
  8. On the request of the Governor of a State, to serve all or any of the needs of a State relating to recruitment, with the approval of the President.

Eligibility Criteria

  1. Nationality
  • For Indian Administrative Service, a candidate should be a citizen of India.
  • For Indian Foreign Service and other services, a candidate should be one of the following:

–       A citizen of India

–       A subject of Nepal or Bhutan

–       A Tibetan refugee who came over to India before 01/01/1962 with the intention of permanently settling in India

–       A person of Indian origin who has migrated from other countries with the intention of permanently settling in India (detailed list of countries available on official website)

provided that a candidate belonging to categories above shall be a person in whose favour a certificate of eligibility has been issued by the the Indian government.

Age Limit

A candidate must have attained the age of 21 years and must not have attained the age of 32 years on the 1st of August, 2016 i.e., he must have been born not earlier than 2ndAugust, 1984 and not later than 1st August, 1995. Necessary action to make corresponding changes in respective Rules/Regulations pertaining to various services is being taken separately.

Educational Qualification

  1. A candidate must be a graduate from a recognized university or a deemed university.
  2. A candidate who has appeared for the final year of bachelor’s degree and awaiting result, along with candidates who intend to appear at such qualifying examinations can also apply, provided that they submit their proof of qualification along with the application for the Mains exam.
  3. A candidate who possesses professional and technical qualification recognized by Government equivalent to the professional and technical degree can also apply.
  4. A candidate who has passed the final professional M.B.B.S. or any other Medical Examination but has not completed internship by the time of submission of application for the Civil Services (Main) Examination can also apply.

Selection Process

The Civil Services Exam is a paper based test and consists of two successive stages:

(i)     Preliminary Examination (Objective type) comprising 2 exams : General Studies and CSAT

(ii)    Civil Services Main Examination (Written and Interview)

  • The application charges for a male candidate is Rs. 100/- only. There is no application charge for female and SC / ST / Physically Handicapped candidates.
